12 Public order, health, and safety offences

Public order and safety offences relate to acts that create or increase a risk to community health and safety, or are considered disruptive or offensive. In most cases, these offences do not involve a specific victim, but some offences (such as offensive language or behaviour) may be directed towards one or more victims.
