Key statistics

The September 2023 seasonally adjusted estimate: 

  • Total dwellings approved fell 4.6%, to 13,144.
  • Private sector houses fell 4.6%, to 8,338, while private sector dwellings excluding houses fell 5.1%, to 4,553.
  • The value of new residential building fell 3.6%, to $5.83b, while the value of non-residential building fell 7.2%, to $5.56b.

The seasonally adjusted estimate for the number of dwellings approved fell 4.6%, after an 8.1% August increase.

The trend estimate for total dwellings approved fell 0.7%, following a 0.7% August decrease.

  1. Trend break added to 'Private sector houses' trend series for February 2021

The seasonally adjusted estimate for private sector house approvals fell 4.6%, following a 7.2% rise in August. Private sector dwellings excluding houses approved fell 5.1%, following a 10.1% rise in August.

The trend estimate for private sector house approvals rose 0.8%, following a 0.5% increase in August. Private sector dwellings excluding houses fell 3.2%, following a 2.7% decrease in August.

Seasonally adjusted summary, by state

Approvals for total dwellings were mixed with falls recorded in Western Australia (-11.0%), New South Wales (-10.5%), and Victoria (-8.9%). Increases were recorded in Queensland (34.6%), Tasmania (18.3%), and South Australia (5.1%).

Approvals for private sector houses fell in Western Australia (-12.7%), Victoria (-9.0%), and South Australia (-2.6%). New South Wales (1.1%) and Queensland (0.7%) rose in September.

Trend summary, by state

The number of dwellings approved declined in New South Wales (-6.8%), South Australia (-1.1%), and Queensland (-0.2%). Rises were recorded in Tasmania (4.5%), Victoria (3.2%), Northern Territory (2.7%), Australian Capital Territory (2.1%), and Western Australia (0.4%).

Approvals for private sector houses rose in Queensland (1.8%), Western Australia (1.1%), New South Wales (0.7%), and Victoria (0.7%). South Australia decreased 1.2%, in trend terms.

Value of building approved, seasonally adjusted

The value of total building approved fell 4.9%, following a flat result in August. The value of total residential building fell 2.9%, comprised of a 3.6% decrease in new residential building and a 0.7% rise in alterations and additions. 

The value of non-residential building fell 7.2%, after a 2.5% August decrease.

Value of building approved, trend

The trend estimate for the value of total building approved fell 1.0%, after a 1.4% August decrease. The value of total residential building fell 0.8%, comprised of a 1.1% fall in new residential building and a 0.6% rise in alterations and additions.

The value of non-residential building fell 1.2%, following a 1.6% decrease in August.

08/11/2023 - As advertised in the ABS future releases calendar, this additional information release contains all Building Approvals small area data components. This is comprised of the small area excel data cubes, csv files, additional Data Explorer links, and GeoPackages for the 2022-23 and 2023-24 financial years. In addition, a small area interactive story map has been added to illustrate building approvals data by SA2 and LGA, for the current financial year.

Collection method

Statistics of building work approved are compiled from:

  • local government authorities and other principal certifying authorities
  • contracts authorised by government authorities
  • media reports and the Building Activity Survey.

Buildings are classified according to the ABS Functional Classification of Buildings, January 2021.

History of changes

Concurrent seasonal adjustment was reinstated from the May 2022 release.
