1 Refers to relationship between people jointly receiving SAAP services (e.g. person with child(ren); couple with child(ren); these may or may not be the people / relationships involved in an FDV incident, where this has been given as a reason for seeking accommodation support.
2 Parent-child relationships are collected for SAAP clients but not as a relationship between victim and perpetrator.
Definition of Family and Domestic Violence
‘Domestic/family violence’ is defined as ‘physical or emotional abuse inflicted on the client by a family member’.
Aspects of FDV captured in the data are:
- Physical abuse (including sexual abuse);
- Psychological/emotional abuse.
Relationship to Conceptual Framework for Family and Domestic Violence (Cat. No. 4529.0)
Collection methodology
The AIHW, as the SAAP National Data Collection Agency, collects unit record data from all government funded specialist homelessness services, via two collections:
- The Client Collection: collects information about clients and their accompanying children. Data are recorded by service providers (agencies) during, or immediately following, contact with clients and are then forwarded to the NDCA after support has ended or, for ongoing clients, at the end of the reporting period (30 June). Some data items require informed consent from the client to collect. Statistical linkage keys, which allow data collected on separate occasions from the same person to be combined without identifying the person, also require informed consent.
- The Administrative Data Collection: consists of general information about the agencies providing accommodation and support to people who are homeless or in crisis. Details about these agencies are forwarded to the AIHW by departments with responsibility for homelessness services in each state and territory. The information provided includes the client target group of each agency, including agencies whose primary target group is women fleeing domestic/family violence.
Scope / target population
Adults and accompanying children who access government-funded specialist homelessness services.
Coverage
The 2008–09 Client Collection achieved a national agency participation rate of 94%. Across Australia, consent and valid statistical linkage keys (also termed ‘valid consent’) were obtained from clients in 90% and 85% of records, respectively.
Published national estimates of clients, support periods, accompanying children and accompanying child support periods obtained using data from the Client Collection are adjusted for agency non-participation and, where applicable, client non-consent.
Geographic coverage and disaggregation
National. Full address of specialist homelessness service recorded.
Data available for:
Australia
State/Territory (all)
City/region
Note: Location information is not recorded about the client (or where the incident happened), but refers to the postal address of the specialist homelessness service where the client presented.
Frequency / Timing
Annual
Data are collected over the course of a reporting period which is one financial year. Data are made available at the end of each reporting period. This may change with the introduction of the new Specialist Homelessness Services Data Collection (July 2011) where data may become available more frequently.
Collection history
Collection commenced: 1996/97
Breaks in series: yes
Midway through the 2008–09 financial year, SAAP was discontinued and replaced by the National Affordable Housing Agreement. This resulted in some changes in the way the jurisdictions administer the agencies. The impact that the changed arrangements had in the first 6 months of operation is not known, but the number of funded agencies and the number of agencies that were required to participate in the collection decreased and comparisons with previous years’ data may be affected.
In 2005–06, refined definitions and a new statistical linkage key were introduced, resulting in a break in the data series.
Other details: In July 2011 this collection will be replaced by the Specialist Homelessness Services Data Collection. Similar information about domestic violence will be collected. This collection will incorporate a broader range of services to homeless people and people at risk of homelessness, and will collect more detailed information on a range of topics.
Data availability / Dissemination
Detailed publications and annual reports are produced. Additional data are available on request as a paid consultancy.
Release of data must conform with the Privacy Act 1988 and the Australian Institute of Health and Welfare Act 1987. Data will not be released that may be used to identify an individual.
