• The Client Collection: collects information about clients and their accompanying children. Data are recorded by service providers (agencies) during, or immediately following, contact with clients and are then forwarded to the NDCA after support has ended or, for ongoing clients, at the end of the reporting period (30 June). Some data items require informed consent from the client to collect. Statistical linkage keys, which allow data collected on separate occasions from the same person to be combined without identifying the person, also require informed consent.
• The Administrative Data Collection: consists of general information about the agencies providing accommodation and support to people who are homeless or in crisis. Details about these agencies are forwarded to the AIHW by departments with responsibility for homelessness services in each state and territory. The information provided includes the client target group of each agency, including agencies whose primary target group is women fleeing domestic/family violence.

Data are collected over the course of a reporting period which is one financial year. Data are made available at the end of each reporting period. This may change with the introduction of the new Specialist Homelessness Services Data Collection (July 2011) where data may become available more frequently.

Midway through the 2008–09 financial year, SAAP was discontinued and replaced by the National Affordable Housing Agreement. This resulted in some changes in the way the jurisdictions administer the agencies. The impact that the changed arrangements had in the first 6 months of operation is not known, but the number of funded agencies and the number of agencies that were required to participate in the collection decreased and comparisons with previous years’ data may be affected.

In 2005–06, refined definitions and a new statistical linkage key were introduced, resulting in a break in the data series.

Other details: In July 2011 this collection will be replaced by the Specialist Homelessness Services Data Collection. Similar information about domestic violence will be collected. This collection will incorporate a broader range of services to homeless people and people at risk of homelessness, and will collect more detailed information on a range of topics.

Data availability / Dissemination

Detailed publications and annual reports are produced. Additional data are available on request as a paid consultancy.

Release of data must conform with the Privacy Act 1988 and the Australian Institute of Health and Welfare Act 1987. Data will not be released that may be used to identify an individual.
