Male offenders accounted for the majority of the total offender population across all states and territories, ranging from 79% in Victoria to 74% in the Northern Territory. Male offender rates were more than three times higher than those for females across all states and territories except the Northern Territory, where the ratio was two and a half times.

The Northern Territory had both the highest male offender rate at 7,698 offenders per 100,000 males aged 10 years and over, and the highest female offender rate at 3,032 offenders per 100,000 females aged 10 years and over. (Table 10)
