GOVERNMENT FUNDING
According to the ABS (2011d) publication Cultural Funding by Government, Australia, 2009-10 (cat. no. 4183.0), government funding for cultural activities totalled $6,658.1m, with state and territory government providing almost half (45% or $3,003.3m), the Australian Government contributing 37% ($2,457.0m) and local government making up the balance of 18% ($1,197.7m).
Recurrent funding accounted for 87% ($5,769.2m) of cultural funding by all levels of government in 2009-10, while funding of a capital nature accounted for the remaining 13% ($888.9m).
Total funding for cultural activities by all levels of government in Australia increased by $133.0m (2%), from $6,525.1m in 2008-09 to $6,658.1m in 2009-10. This resulted in an increase in the value of funding per person from $300.27 in 2008-09 to $300.56 in 2009-10.

Australian Government Funding
In 2009-10, the majority (72% or $1,764.0m) of Australian Government cultural funding supported arts activities. The category of Radio and television services was the main beneficiary, receiving almost three quarters of the total Arts funding provided by the Australian Government (73% or $1,295.0m).
Funding provided for cultural activities by the Australian Government in 2009-10 increased by $60.9m (3%) from 2008-09. This comprised an increase to Arts of $120.5m (7%) and a decrease to Heritage of $59.7m (8%). As a result, the value of funding per person for arts activities increased by 5%, while the value of total cultural funding per person increased slightly by 1%.

Apart from direct funding, the Australian Government also provides assistance through tax concessions such as the Cultural Gifts Program, which offers tax deductions to encourage the donation of items of cultural significance to public art galleries, museums, libraries and archives. According to the 2009-10 Annual Report of the Department of Environment, Water, Heritage and the Arts (DEWHA), 516 donations were made to the program in that year with a total value of $34.8m.
State and Territory Government Funding
In 2009-10, funding for cultural activities provided by state and territory governments was $3,003.3m, which was 45% of total cultural funding provided by all levels of government in Australia. This was an increase of $23.0m, or 1%, on 2008-09 when state and territory government funding for cultural activities was $2,980.3m.
The majority of cultural funding provided by state and territory government in 2009-10 was allocated to Environmental heritage ($1,345.7m or 45%), compared with $1,358.3m (46%) in 2008-09. Of all states and territories, Western Australia allocated the highest proportion of cultural funding to Environmental heritage (59%), followed by Northern Territory (55%) and New South Wales (51%).
Funding for Arts activities decreased by 4% in 2009-10 to $689.0m, compared with $718.9m in 2008-09. This resulted in the value of funding per person for Arts activities decreasing by 6% from $33.08 per person in 2008-09 to $31.10 in 2009-10. South Australia had the highest proportion of Arts funding to total funding (33%) of all states and territories followed by Victoria (31%) and Australian Capital Territory (29%).

Local Government Funding
In 2009-10, local government funding for cultural activities was $1,197.7m, which was 18% of total cultural funding provided by all levels of government. This was an increase of $49.1m, or 4%, on 2008-09 when local government funding for cultural activities was $1,148.6m.
The majority of local government cultural funding was allocated to Libraries in 2009-10 ($759.3m or 63%), compared with $730.3m (64%) in 2008-09. Most public libraries are funded at the local government level, except in Tasmania, the Northern Territory and the Australian Capital Territory where libraries are mainly, or solely, funded by the state and territory governments. As such, local governments in most states allocated a majority of their cultural funding to Libraries in 2009-10. Of those states where Libraries rely on local government funding, South Australia had the highest proportion of local government funding for Libraries (79%), followed by Western Australia (71%), New South Wales (66%), Victoria (60%) and Queensland (58%).
The value of cultural funding per person provided by local government increased to $54.07 in 2009-10, from $52.86 in 2008-09.
