Sex For the federal offender population, more than 80% of offenders were male for all states and territories, with the highest proportion of male offenders in the Northern Territory (91%). South Australia had the highest proportion of female federal offenders (17%). Males also made up the larger proportion of prisoners in the total prisoner population, however the proportion of male prisoners in the total prisoner population was higher than for the federal prisoner population, ranging from 92% in Queensland to 94% in South Australia and the Northern Territory.
