DESCRIPTION

Data from the Recorded Crime Offenders collection provides nationally comparable statistics about the number and characteristics of alleged offenders aged 10 years and over who have been proceeded against by police during a 12 month financial year reference period. It includes a profile of alleged offenders, including their age, sex, Indigenous status, principal offence, how often they have been proceeded against by police within the reference period, as well as a count of proceedings that may result in court or non-court actions.

The Recorded Crime Offenders publication also presents experimental data about offenders of family and domestic violence related offences for all states and territories apart from Queensland and South Australia.

COLLECTION METHODOLOGY

Statistics are derived from information about offenders collected by the Australian Bureau of Statistics (ABS) from administrative records held by state and territory police agencies.

SCOPE AND COVERAGE

The scope of the collection includes all offenders aged 10 years and over who have been proceeded against by police during the reference period. Persons under the age of 10 are excluded from the collection as the minimum age of criminal responsibility in all Australian states and territories is 10 years.

All criminal offences where police agencies have the authority to take legal action against an individual are included, with the exception of:
      • persons less than 10 years of age;
      • organisations;
      • offences that come under the authority of agencies other than state and territory police, such as Environmental Protection Authorities, etc; and
      • proceedings initiated by the Australian Federal Police.

DEFINITION OF FAMILY AND DOMESTIC VIOLENCE

Within the context of Recorded Crime Offenders statistics, a Family and Domestic Violence (FDV)-related offence is defined as an offence involving at least two persons who are in a specified family or domestic relationship and which has been determined by police officers to be family and/or domestic violence related as part of their investigation. A specified family or domestic relationship includes the following relationship types:
  • Partner/spouse/husband/wife (including former);
  • Boyfriend/girlfriend (including ex-boyfriend/girlfriend);
  • Parent (including step-parents);
  • Child (including step-children);
  • Other relatives (including but not limited to grandparents, siblings, aunt/uncle, cousin, niece/nephew);
  • Carer; and
  • Kinship relations

Offenders of selected offences were determined to be FDV-related based on an FDV flag as recorded by police, supplemented in some instances by information on relationship of offender to victim. The use of the FDV flag varies across jurisdictions based on relevant state and territory legislation. Police policy can also vary, from professional judgement through to the use of screening tools as part of risk assessment frameworks. As there is no uniform process to identify FDV events across states and territories, caution should be exercised when interpreting the experimental FDV data presented in the Recorded Crime Offenders publication.

DEFINITION OF SEXUAL VIOLENCE

Sexual violence data presented within this publication is classified to Division 3 'Sexual assault and related offences' of the Australian and New Zealand Standard Offence Classification (cat. no. 1234.0). This division is defined as acts, or intent of acts, of a sexual nature against another person, which are non-consensual or where consent is proscribed. There is also some disaggregation of the data into subdivisions of sexual assault and non-assaultive sexual offences on the basis of whether or not the sexual act involved physical contact with the person.

The publication and accompanying data tables can be accessed free of charge from the ABS website.

Other data from the collection may be available from the ABS on request. Subject to confidentiality and data quality constraints, special tabulations can be produced incorporating data items and populations selected to meet individual requirements.
