APPENDIX E: ABORIGINAL AND TORRES STRAIT ISLANDER INCOME MODULES

This appendix contains a tailored version of the Basic income module for use in surveys of non-community Aboriginal and Torres Strait Islander populations as well as a separate income module for use in community Aboriginal and Torres Strait Islander populations.


NON-COMMUNITY ABORIGINAL AND TORRES STRAIT ISLANDER POPULATIONS

The standard module for non-community Aboriginal and Torres Strait Islander populations is essentially the basic income module with some modifications made for specific entitlements for Aboriginal and Torres Strait Islander students (i.e. ABSTUDY, Question 6) and other significant sources of income for some Aboriginal and Torres Strait Islander populations (i.e. cultural activities, including Art Centre distribution, native title payments or royalties from land, distributions from community business organisations or trusts, Question 15).

COMMUNITY ABORIGINAL AND TORRES STRAIT ISLANDER POPULATIONS

The standard income module for community Aboriginal and Torres Strait Islander communities is much shorter and structured quite differently to the non-community Aboriginal and Torres Strait Islander income module and is therefore not recommended for use outside its intended context.

The Government has introduced significant reforms to employment, participation and community development services in remote Australia. On 1 July 2013, the Remote Jobs and Communities Programme (RJCP) integrated the Community Development Employment Projects (CDEP) programme. The RJCP replaces and builds on the strengths of Job Services Australia, Disability Employment Services, and the CDEP programme in 60 remote regions across Australia. More information about the RJCP can be found on the Department of Employment website.
