TRANSFORMING ECONOMIC AND PEOPLE STATISTICS PROGRAMS
OBJECTIVES
The Transforming Economic and People Statistics programs are responsible for articulating and driving the transformation of the ABS's statistical programs, through developing the business strategy and supporting the Statistical Business Transformation program to deliver modern supporting infrastructure effectively. These programs will champion the increased solution-orientation of the ABS, to meet the information requirements of Australia in the 21st century.
The programs provide an important leadership and coordination role for transformation in the ABS and serve as the key conduit between the Statistical Services Group, the Statistical Business Transformation Group, and the Enabling Services Group. The programs provide critical leadership within ABS transformation by ensuring:
- a strong focus on the current, emerging and future requirements of stakeholders and the capabilities required to effectively provide statistical solutions
- visible and compelling guiding business strategies - focused on increased value and responsiveness to stakeholders, and long term sustainability
- alignment between the business strategy and the statistical infrastructure delivered through the Statistical Business Transformation program.
OUTPUTS
The main outputs will be:
- a new holistic approach to identifying requirements, and effectively and responsively providing statistical solutions
- statistical methods that enable the ABS to more responsively produce solutions using multiple data sources (e.g. data integration and modelling)
- increased use of administrative data in people statistics
- an integrated population survey program and further consolidation of business surveys programs
- an expanded and outwardly focused Business Register, as well as the establishment of a Dwelling and Address Register
- use of transactions data to provide enhanced household consumption data
- an enhanced set of labour market statistics
- transformed Index and Account compilation processes
- engagement with whole-of-government initiatives.
DEVELOPMENTS
The main medium-term developments are to:
- identify and specify broad capability requirements for the Statistical Business Transformation program - due October 2015
- implement linked employer-employee data - due June 2016
- identify, through consultation with key stakeholders, an initial and foundational program of solutions for transformed people statistics - due December 2016
- develop and implement an enhanced and outwardly facing Business Register - due June 2017
- develop and implement the consolidation of business surveys - due June 2018
- develop and implement an integrated population survey program - implemented progressively from 2017-18 and completed by December 2019.
