GROWTH IN APPROVALS

INTRODUCTION

The Australian economy has recently experienced a residential 'building boom', with high levels of building approvals driving the number of dwellings constructed to record levels.

This article presents the areas in Australia with the largest and fastest growth in residential dwellings approved since the August 2016 Census of Population and Housing. The number of dwellings approved since the 2016 Census is taken from the December 2018 release of Building Approvals, Australia (cat. no. 8731.0). Data in this article is presented at Statistical Area Level 2 (SA2s) from the Australian Statistical Geography Standard (ASGS). To view SA2 boundaries please refer to ABS Maps.

"Fastest Growth Areas" are defined as those SA2s where the number of approvals since 2016 Census, relative to the total dwelling stock as at 2016 Census, are highest. "Largest Growth Areas" are defined as SA2s where the number of approvals since 2016 Census are highest. Data are presented for the following types of dwellings:

    • 'Houses' - defined as detached buildings used for long term residential purposes, consisting of only one dwelling unit and are not a result of alterations or additions to a pre-existing building.
    • 'Other Residential' - include both semi-detached row or terrace houses (attached in some structural way to one or more dwellings, with their own private grounds and no separate dwelling above or below) and flats, units or apartments (blocks of dwellings that don't have their own private grounds and usually share a common entrance, foyer or stairwell).
    • 'Total residential' - the combination of both 'Houses' and 'Other Residential'.

For further information refer to Functional Classification of Buildings, 1999 (Revision 2011) (cat. no. 1268.0.55.001).

For alignment with residential Building Approvals, the following types of dwellings have been excluded from the 2016 Census dwelling stock figures; caravans, cabins, houseboats, improvised homes, tents, sleepers out, houses or flats attached to a shop/office and not stated.

It should be noted that this analysis does not represent growth in dwelling stock because approvals do not represent actual construction or completion of the approved dwelling. Additionally, this analysis does not account for demolitions of existing dwellings.

Please note, in the tables below, two key exclusions have been applied where relevant:
    • SA2s with a base dwelling stock of zero as a percentage change cannot be calculated, applicable in the Australia level tables 2, 4 and 6.
    • SA2s with a base dwelling stock AND new approvals under 25 dwellings applicable in the Australia and State level tables 2, 4, 10, 12, 13, 14 and 15.

RESULTS

National Overview

From August 2016 to December 2018, there were 528,766 residential dwellings approved in Australia. This represents a 5.4% increase from total residential dwelling stock at the 2016 Census. There were more houses approved (287,348) than other residential dwellings (241,418), although the growth in other residential dwellings approved since the 2016 Census (9.1%) was higher than that of new houses (4.1%).

New South Wales led the way in terms of total residential dwellings approved (166,636), with 94,995 other residential dwellings approved (9.4% from 2016 Census) and 71,641 houses approved (3.6% from 2016 Census).

Victoria came in a close second, with 166,172 total residential dwellings approved. Victoria had the largest number of new houses approved 91,917 (representing a 5.1% increase from the 2016 Census) and the second highest number of other residential dwellings approved 74,255 (representing an 11.0% increase from the 2016 Census).

The Australian Capital Territory and Victoria had the highest growth from their 2016 Census dwelling stock, increasing 8.8% and 6.7% respectively in terms of total residential dwellings approved. In the Australian Capital Territory this was driven by 11,494 other residential dwellings approved (a 20.2% increase from the 2016 Census).

Growth Areas: New Houses

Moncrieff, Australian Capital Territory was the fastest growing area in Australia, with a 952.8% increase in the number of houses approved from 2016 Census dwelling stock. Victoria had the next two fastest growing areas, with Mickleham - Yuroke increasing 284.6% and Rockbank - Mount Cottrell increasing 271.6% from 2016 Census dwelling stock. Lawson, Australian Capital Territory (110.0%) and Riverstone - Marsden Park, New South Wales (96.0%) rounded out the top five.

Eleven of the top 20 largest growing areas in Australia were in Victoria. Cranbourne East, Victoria led the way with 5,736 new houses approved since the 2016 Census, followed by Riverstone - Marsden Park, New South Wales (5,178), Cobbitty - Leppington, New South Wales (4,778), Mickleham - Yuroke, Victoria (3,170) and Tarneit, Victoria (3,055),

Growth Areas: New Other Residential Dwellings

The top five fastest growing areas in terms of other residential dwellings approved are all areas with very low dwelling stock at the 2016 Census, driving the large percentage increases seen in Table 4.

Banksmeadow, New South Wales was the fastest growing area in Australia, with a 6,350.0% increase in the number of new other residential dwellings approved from the 2016 Census. Burpengary - East, Queensland (4,866.7%), Port Melbourne Industrial, Victoria (4,657.1%), Ripley, Queensland (3,666.7%) and Morayfield, Queensland (1,560.0%) rounded out the top five.

The areas with the largest number of new other residential dwellings approved since the 2016 Census were mostly located in Victoria and New South Wales. Melbourne, Victoria led the way (5,049 other residential dwellings approved), followed by Homebush Bay - Silverwater, New South Wales (3,985), Waterloo - Beaconsfield, New South Wales (3,290), Southbank, Victoria (3,058) and Liverpool, New South Wales (2,949) rounding out the top five.

Growth Areas: Total Residential Dwellings

Banksmeadow, New South Wales was the fastest growing area in Australia, with a 6,350.0% increase in total residential dwellings approved from the 2016 Census. Then Victoria took out second spot with Port Melbourne Industrial increasing 3,622.2%, followed by Moncrieff, ACT (1,847.3%), Lawson, ACT (564.6%) and Mickleham - Yuroke, Victoria (272.2%) rounding out the top five.

Both New South Wales and Victoria had nine areas in the top 20 number of total residential dwellings approved since the 2016 Census. Riverstone - Marsden Park, New South Wales (7,424 dwellings approved) had the largest number of dwellings approved since the 2016 Census, followed by Cranbourne East, Victoria (6,081) and Cobbitty - Leppington, New South Wales (5,517). Melbourne, Victoria (5,049) and Rouse Hill - Beaumont Hills, New South Wales (4,789), rounded out the top five.

New South Wales

The fastest growing SA2 in New South Wales as a proportion of 2016 Census dwelling stock for total residential dwelling approvals was Banksmeadow (6,350.0%), while the largest growing SA2 by total number of dwellings approved since the 2016 Census was Riverstone - Marsden Park with 7,424 residential dwelling approvals.

Victoria

The fastest growing SA2 in Victoria as a proportion of 2016 Census dwelling stock for total residential dwelling approvals was Port Melbourne Industrial (3,622.2%), while the largest growing SA2 by total number of dwellings approved since the 2016 Census was Cranbourne East with 6,081 residential dwelling approvals.

The fastest growing SA2 in Queensland as a proportion of 2016 Census dwelling stock for total residential dwelling approvals was Eagle Farm - Pinkenba (124.8%), while the largest growing SA2 by total number of dwellings approved since the 2016 Census was Pimpama with 3,000 residential dwelling approvals.

South Australia

The fastest growing SA2 in South Australia as a proportion of 2016 Census dwelling stock for total residential dwelling approvals was Adelaide (20.2%). The largest growing SA2 by total number of dwellings approved since the 2016 Census was also Adelaide with 1,568 residential dwelling approvals.
