WORKSAFE AND SELF-INSURER
Each workplace was classified to a single Australian and New Zealand Standard Industrial Classification (ANZSIC) 2006 industry division and sub-division. Four digit ANZSIC06 class codes were supplied to ABS for the WorkSafe data only. These four digit class codes were used to identify the one digit ANZSIC06 division and two digit ANZSIC06 sub-division codes for outputting the experimental estimates. The industry details on the WorkSafe data set are self-enumerated by the businesses or agents when they complete their insurance forms.
Approximately 0.2% of the workplace records supplied to ABS in the WorkSafe data were missing ANZSIC06 industry codes. The Self-Insurer workplace records supplied to ABS from WorkSafe Victoria did not contain ANZSIC06 industry information; instead each workplace was classified by WorkSafe to a Workplace Industry Classification (WIC) code.
Using the Australian Business Number (ABN) supplied to ABS on the WorkCover and Self-Insurer data sets, the records with missing data were matched to the ABS Business Register to identify the ANZSIC06 industry details assigned to the corresponding businesses. Where there was a match between ABN’s the ANZSIC06 industry division and sub-division, codes were taken from the ABS Business Register and applied to the workplace in the WorkSafe and Self-Insurer data sets. The industry classification details on the ABS Business Register are supplied to the ABS from the Australian Taxation Office (ATO). When a business registers with the ATO for an ABN they self-enumerate their industry classification.
For workplaces that could not be matched to the ABS Business Register using ABN, a WIC to ANZSIC06 correspondence method was used to assign an ANZSIC06 industry division and sub-division code to the outstanding workplaces which did not have ANZSIC06 details.
This method involved the use of a WIC to ANZSIC06 correspondence table supplied to ABS from WorkSafe Victoria. WIC codes do not always correspond one-to-one to ANZSIC06 codes. An indicator code was also supplied to the ABS by WorkSafe Victoria which detailed how closely a WIC code corresponded with an ANZSIC06 code. The WIC codes supplied from WorkSafe Victoria on the outstanding Self-Insurer and WorkCover workplaces were entered into the correspondence table and the returned ANZSIC06 codes were ranked according to the highest matching conversion code. Grouping together all of the highest level conversion codes per ANZSIC06 codes returned, an ANZSIC06 code was randomly selected from the possible matches and was assigned to the workplace record. This process was repeated for each outstanding workplace so a random, high corresponding (to WIC) ANZSIC06 code was allocated each time.
COMCARE
Some workplace information for Comcare insured businesses was obtained from the ABS Business Register. In the experimental estimates, these Comcare workplaces were assigned the ANZSIC06 industry classifications as they appeared on the ABS Business Register. Where multiple industry codes were returned for the business, the code for the prominent activity of the business was applied across all locations. The industry allocated on the ABS Business Register is the one which provides the main source of income, which is generally based on a description provided by the business to the ATO.
