CONCLUSION

Comparisons between adult and youth offenders and victims have highlighted the over-representation of youth in both populations. Over time, offending and victimisation has decreased, yet the proportion of youth offenders and victims has remained high. A further exploration into gender has shown that whilst male youths are generally over-represented in both the victim and offender populations, female youths are over-represented as victims of sexual assault and as offenders with a principal offence of theft.
