RECORDED CRIME - OFFENDERS, 2013-14 – AUSTRALIAN CAPITAL TERRITORY

TOTAL OFFENDERS

  • In 2013-14, there were 3,076 offenders in the Australian Capital Territory, which represented an increase of 2% (or 47 offenders) from 2012-13.
  • The (crude) offender rate increased by 1% from 915 in 2012-13 to 921 offenders per 100,000 persons aged 10 years and over in 2013-14.

SEX

Between 2012-13 and 2013-14:
  • The number of male offenders increased by 1% (or 30 offenders) to 2,370; and
  • The number of female offenders increased by 3% (or 18 offenders) to 708.

AGE

Between 2012-13 and 2013-14:
  • The median age of offenders increased from 24 years to 25 years; and
  • The number of youth offenders decreased by 10% (or 85 offenders) from 867 to 782.
PRINCIPAL OFFENCE

In 2013-14, the five most common principal offences in the Australian Capital Territory were:
  • Public order offences (743 offenders or 24% of the total);
  • Acts intended to cause injury (544 offenders or 18% of the total);
  • Theft (544 offenders or 18% of the total);
  • Illicit drug offences (346 offenders or 11% of the total); and
  • Offences against justice (267 offenders or 9% of the total).

REPEAT OFFENDERS

In 2013-14, 16% of offenders were proceeded against on two or more separate occasions within the year.

POLICE PROCEEDINGS

In 2013-14, the total number of police proceedings increased by 2% (or 79 proceedings) from 2012-13.
  • Court actions increased by 9% (or 188 proceedings). Acts intended to cause injury was the most common offence proceeded against by court actions, accounting for 24% of all court actions (or 561 proceedings).
  • Non-court actions decreased by 7% (or 111 proceedings). Public order offences was the most common offence proceeded against by non-court actions, accounting for 45% of all non-court actions (or 687 proceedings).
OTHER KEY POINTS

In 2013-14, the Australian Capital Territory had:
  • The lowest median age of offenders at 25 years;
  • The highest proportion of youth offenders (25% or 782 offenders); and
  • The lowest homicide rate (2 offenders per 100,000 persons aged 10 years and over).
