WHAT IS INTELLECTUAL DISABILITY? Intellectual disability is a term used to describe a reduced ability to understand new or complex information and to learn and apply new skills (Endnote 1). The Survey of Disability, Ageing and Carers (SDAC) defines intellectual disability as “difficulty learning or understanding things.”
