The LGA with the highest home ownership rate in Victoria was Golden Plains with 88.5%. The LGAs with the lowest home ownership rates were Melbourne, with 34.8%, Port Phillip, with 44.0%, and Yarra, with 45.0%. HOME OWNERSHIP RATES(a) BY LGA, Victoria - 2011 (a) The home ownership rate is the number of occupied private dwellings which were owned outright, owned with a mortgage or being purchased under a rent/buy scheme by a member of the household, expressed as a proportion of total occupied private dwellings.
