Technology Services

Objectives

The key objectives for the Technology Services Program (TSD) are to:

  • ensure the ABS leverages information technology strategically to support its mission, to support ABS transformation and the ABS 2017 program of work
  • ensure the ABS has effective security policies, practices and procedures
  • represent the ABS and build strategic relationships in the broader Information and Communication Technology (ICT), government and international statistical communities in relation to ICT and security matters
  • ensure sustainability of ICT investments and services through building and maintaining a highly capable and motivated ICT workforce.


Behind the key objectives of the Technology Services Program are five business drivers:
  • focus on information management that positions the ABS to flexibly respond to a range of future statistical needs in an enterprise wide and timely way
  • increased use of the internet as a means to collaborate with others, and to collect and disseminate data and information
  • ensuring our people are productive in the use of their ICT facilities, as the ABS locates more staff to state offices
  • strong leadership in innovation through new approaches and application of ICT to ABS business
  • optimising ICT services through the adoption of frameworks, standards and good practices to improve services, lower unit costs and benchmark well with other agencies.

Outputs

The main outputs of the program are:

  • delivery of enterprise wide technology solutions to support statistical and business processes for the ABS
  • delivery of consistent and measurable services for business and application analysis, design, programming, acquisition and commissioning services to assist in improving ABS business processes
  • provision of reliable, cost effective and secure technology infrastructure, library and knowledge management services
  • updates to the ABS ICT Strategy, applications architecture and infrastructure architecture to support ABS Enterprise Architecture
  • implemention of the ABS ICT Workforce Plan to grow capability to meet new business and leverage new technologies.

Developments

The main medium-term developments in the program are to:

  • provide technology solutions to support ABS transformation and the ABS 2017 program of work – due 2012-13 onwards
  • undertake a program of transition and improvement within TSD to address the outcomes of the Technology Services review and to align and integrate with ABS transformation and the ABS 2017 program of work – ongoing
  • work collaboratively with ABS 2017 to update the ABS Enterprise Architecture, through the development of application and infrastructure architecture – due 2012–13
  • provide a secure solution for the remote execution environment for microdata (REEM), enhance ABS.stat and begin integration into existing publishing and dissemination processes and the ABS website – due 2012–13
  • implement and migrate business processes onto the Metadata Registry and Repository (MRR) and Business Process Management system (inSPIRE) – due 2012–13 to 2013–14
  • source or design/build new tools to support a Statistical Enterprise Data Warehouse – ongoing
  • provide ICT services and systems for the 2016 Population Census and continued development for dissemination products – ongoing
  • develop enterprise wide approaches to ICT systems and services in the ABS – 2012–13 onwards
  • source or design/build and integrate new tools to support electronic collection of data via the web and mobile devices – 2012–13 onwards
  • undertake a program of security improvements to meet new business requirements and ICT services – due 2012–13 to 2013–14
  • lead and support ABS innovation initiatives – ongoing
  • improve productivity of ABS staff through enhanced desktop, video conferencing and mobile capabilities – ongoing
  • produce an efficient and effective mechanism to prioritise and provide ICT support for business applications – ongoing
  • strengthen internal processes and approaches through the adoption of industry standards – ongoing
  • assist with setting up, and embedding the replacement human resource system – due 2012–13.
