1.1. The quality of statistics about a topic should be judged in terms of their ability to meet users' information needs in that area. To be of high quality, statistics should be:

      • relevant to users' needs (i.e. measure the concepts in which users are interested);
      • accurate;
      • reliable (i.e. not subject to large revisions);
      • comprehensive in coverage;
      • consistent with related statistics;
      • timely; and
      • easily accessible.
    A number of issues associated with the production of balance of payments statistics that have a bearing on their quality are discussed in the following paragraphs.
