QUALITY DECLARATION - SUMMARY
INSTITUTIONAL ENVIRONMENT
For information on the institutional environment of the Australian Bureau of Statistics (ABS), including the legislative obligations of the ABS, financing and governance arrangements, and mechanisms for scrutiny of ABS operations, please see ABS Institutional Environment.
The key source of data used in this publication is produced by the Bureau of Resources and Energy Economics (BREE). For information about BREE, please see http://www.bree.gov.au/about/about.html. The other main data sources used to construct this publication are the Energy Use, Electricity Generation and Environmental Management (cat. no. 4660.0), the Energy, Water and Environment Survey (EWES) for 2011-12 and the Economic Activity Survey (EAS) for 2010-11 conducted by the ABS. For information about the EWES survey please see Energy Use Explanatory Notes. For information about the Economic Activity survey please see Economic Activity Survey.
RELEVANCE
Energy Account, Australia, 2011-12 (cat. no. 4604.0) presents physical supply and use data by energy product and industry for 2008-09, 2009-10, 2010-11 and 2011-12 and Hybrid Physical-Monetary Supply and Use Tables for 2008-09, 2009-10, 2010-11 and 2011-12. The physical supply and use tables and Hybrid energy supply and use tables allow analysts to better understand energy use patterns in Australia. Energy Account, Australia, 2011-12 also analyses energy intensity trends from 2008-09 to 2011-12 for selected industries and energy assets from 2008-09 to 2011-12.
TIMELINESS
Physical energy supply and use data in Energy Account, Australia are released within 18 months of the end of the reference period and contain the latest available ABARES data. The Hybrid Physical–Monetary Energy Use table is scheduled to be released approximately 2 years after the reference period. It utilises data principally from BREE, ABS Input–Output tables and the ABS EWES and EAS. For more information about ABS Input–Output Tables, see Australian National Accounts: Input–Output Tables – Electronic Publication (cat. no. 5209.0.55.001).
ACCURACY
Physical data in Energy Account, Australia, 2011-12 are based on BREE's Australian Energy Statistics. These data have been adjusted to better accord with an Australian and New Zealand Standard Industrial Classification (ANZSIC) industry–based view, using data from the ABS EAS, the Survey of Motor Vehicle Use (cat. no. 9208.0) and the EWES.
COHERENCE
Data for total physical flows of energy are largely coherent with data published in earlier editions Energy Account Australia, although there have been revisions to source data for previous reference years. The allocation of energy conversions by industry in this edition is not completely coherent with previous editions.
As data presented in the Energy Account are presented using the Australian and New Zealand Standard Industrial Classification (ANZSIC) (cat. no. 1292.0) it allows data in the Energy Account to be related to other economic statistics that use this classification, most notably the Australian System of National Accounts (cat. no. 5204.0).
INTERPRETABILITY
There are four sections of explanatory notes in this publication, which cover:
- Environmental Accounting Framework;
- Supply and Use;
- Energy Indicators; and
- Physical Energy Asset Account
