QUALITY DECLARATION – SUMMARY

RELEVANCE

Energy Account, Australia, 2009–10 (cat. no. 4604.0) presents physical supply and use data by energy product and industry for 2008–09 and 2009–10 and a Hybrid Physical–Monetary Energy Use table (Hybrid energy use table) for 2008–09. The physical supply and use and Hybrid energy use tables allow analysts to better understand energy use patterns in Australia. Energy Account, Australia, 2009–10 also analyses energy intensity trends for 2008–09 and 2009–10.


TIMELINESS

Physical energy supply and use data in Energy Account, Australia are released within 18 months of the end of the reference period and contain the latest available ABARES data. The Hybrid Physical–Monetary Energy Use table is released approximately 3 years after the reference period. It utilises data principally from ABARES, ABS Input–Output tables and the ABS EWES. ACCURACY

Physical data in Energy Account, Australia, 2009–10 are based on ABARES' Australian Energy Statistics. These data have been adjusted to better accord with an Australian and New Zealand Standard Industrial Classification (ANZSIC) industry–based view, using data from the ABS Economic Activity Survey, the Survey of Motor Vehicle Use (cat. no. 9208.0) and the EWES. Monetary estimates in the Hybrid table are derived from both the ABS EWES and ABS Input–Output tables at a detailed product classification level, where data quality permits. For some minor energy products, especially those without an established market, estimates of sufficient quality for publication were not possible.


COHERENCE

Data for total physical flows of energy are coherent with data published in earlier editions of Energy Account, Australia. The allocation of energy conversions by industry in this edition is not completely coherent with previous editions. Monetary data in the Hybrid table is largely coherent with the 2004–05 Hybrid table but has been able to incorporate findings from the ABS EWES to help derive implicit unit prices and industry monetary use, especially below ANZSIC division level.

As data presented in the Energy Account are presented using the Australian and New Zealand Standard Industrial Classification (ANZSIC) (cat. no. 1292.0) it allows data in the Energy Account to be related to other economic statistics that use this classification, most notably the Australian System of National Accounts (cat. no. 5204.0).

In compiling the Hybrid (Physical-Monetary Energy Use) table for 2008-09, extensive work was undertaken to ensure consistency between Input-Output (I-O) table estimates and monetary use estimates within the Energy Account, Australia. As a result of this reconciliation process, there is coherence between the Hybrid table and I-O tables for each energy product at the level of total intermediate use, as well as for household use and exports. There are some small differences in inventories. A perfect alignment between Hybrid Energy Use tables and Input-Output tables within specific industries is not possible because of the iterative balancing process in the production of I-O tables. Though these differences are expected to be limited they are inevitable when the Hybrid Energy Use table is published before the corresponding Input-Output table. The reconciliation of monetary estimates in Hybrid tables and I-O tables will be undertaken in future releases of those publications.

There are three sections of explanatory notes in this publication, which cover:
