DESCRIPTION

The Survey of Employment Arrangements and Superannuation (SEAS) collects information on the diversity of employment arrangements in the Australian workforce, with the focus on those characteristics considered important in identifying newer and emerging working arrangements. SEAS also collects information about people's superannuation coverage, amounts being contributed to people's superannuation, and the amount of superannuation they have accrued.

Scope

The survey covered persons aged 15 to 69 years who were usual residents of private dwellings, excluding:

    • overseas residents living in Australia;
    • diplomatic personnel of overseas governments; and
    • members of non-Australian defence forces and their dependants.

SEAS was conducted in urban and rural areas in all states and territories, but excluded people living in sparsely settled areas of Australia. The exclusion of these people has only a minor impact on aggregate estimates for individual states and territories with the exception of the Northern Territory.

METHOD OF COLLECTION

Information was collected from individual householders by personal interview. In some cases, where survey respondents were unable to report the necessary superannuation information, respondents authorised their funds to provide this to the ABS.

The sample for the survey was approximately 14,000 households, of which 87% were fully responding. In total, about 25,100 people responded to the survey.

TIMING OF COLLECTION

Reference Period

April to June 2000

Frequency of Collection

This Survey was first run in 2000. A similar survey will be conducted over the period July to December 2005. The next survey will incorporate the topic retirement and the income arrangements retirees and potential retirees have made to provide for their retirement.

Historical Data

The 2000 collection was the first SEAS. Information on employment arrangements is also provided by the Forms of Employment Survey (FOES), last conducted in 2001 and 1998, and the Working Arrangements Survey, 2003 and 2000. Superannuation data was provided by the Superannuation Survey, 1995.

The conceptual framework used in SEAS to describe major categories of employment is more detailed than that used in FOES. However, to enable comparisons between the two data sets, the classification used in FOES is also available in SEAS.
