Measures an insufficiency in the volume of employment (ie. hours worked). It provides details of persons currently working part-time who would prefer to work more hours each week and persons who usually work full-time but did not do so in the reference week. Details include information about the jobs in which underemployed workers are employed, their employment preferences and whether they are looking for work with more hours.
