EXPLANATORY NOTES METHODOLOGY 1 Australia's population statistics (since 1971) have been compiled according to the place of usual residence of the population. An explanation of the conceptual basis is given in the ABS Information Paper:Population Estimates: Concepts, Sources and Methods (Cat. no. 3228.0) issued on 23 June 1995. 2 The estimated resident population of any area at a Census date is derived by adjusting the Census Count Place of Enumeration data to exclude visitors who normally reside outside the area, to include residents who were temporarily absent in other areas or overseas, and to apply a factor for census under-enumeration. 3 Due to the 1996 Census being held on 6 August, further adjustments were made for births, deaths and net migration for the period 30 June to 6 August 1996 to arrive at an estimated resident population at 30 June 1996. 4 Post-censal estimates at the National and State and Territory levels are made quarterly and are obtained by adding components of natural increase (on a usual residence basis) and net migration gain to the population at the beginning of each period. 5 At the National level, estimates of overseas migration are based on net permanent and long-term overseas movements as recorded on passenger cards completed by incoming and outgoing travellers for the Department of Immigration and Multicultural Affairs. 6 At the State and Territory level, information about internal migration is available from population censuses and from a sample survey of internal movements (conducted at more or less annual intervals to 1987 and resumed in 1991). These sources, however, do not provide the up-to-date quarterly estimates of interstate migration required for regular population estimates. The only suitable sources for this purpose are administrative records. Since June 1986, quarterly estimates of internal migration have been derived from changes of addresses advised to the Health Insurance Commission in the process of administering medicare. 7 Post-censal Statistical Local Area (SLA) estimates are made annually and are produced with the assistance of local government authorities and other bodies who provide information on significant local factors which may have caused population changes in the relevant period. 8 Estimates for Tasmania and component areas, based on 1996 Census results, were first published in Regional Population Growth, Australia, 1996 Census Edition, 1991-1996 (Cat. no. 3218.0). This publication was released on 15 July 1997. DATA QUALITY 9 The quality of estimates in this publication depends on the quality of population census results (including under-enumeration adjustments) and on the various components and indicators of population change. STATISTICAL GEOGRAPHY 10 The statistical geography used in this publication is based on the Australian Standard Geographical Classification (ASGC), 2000 (Cat. no. 1216.0). 11 Population estimates for statistical local areas and local government areas in this publication are based on the boundaries in existence at 30 June 2000.
