ABOUT THIS PUBLICATION
This publication presents statistics relating to offenders who were proceeded against by police during the period 1 July 2009 to 30 June 2010, for all states and territories. These statistics describe the characteristics of the offender, including the principal offence for which offenders are proceeded against. Data are also presented on the number of police-initiated court and non-court actions against offenders.
CHANGES IN THIS ISSUE
Prior to this 2009-10 publication, data for most Victorian penalty/infringement notices were not available as these data are collected and held by a third party (not Victoria Police) and were unable to be matched with offender data maintained by Victoria Police. As such, in preceding publications Victoria reported a lower offender rate than most other jurisdictions for a number of offences. This data has now been supplied with respect to the 2008-09 and 2009-10 years, and has been included in this publication. Caution should be exercised when comparing this year's publication with previous versions.
INTERPRETATION OF RESULTS
The statistics contained in this publication are derived from administrative systems maintained by state and territory police. Data have been compiled according to national standards in order to maximise consistency between the states and territories. The Explanatory Notes, Appendices and Glossary provide detailed information on the data sources, counting rules and terminology, classifications and other technical aspects associated with this collection.
ROUNDING
Discrepancies may occur between sums of component items and totals across tables due to rounding and randomisation.
