It is the number of international border crossings (trips) rather than the number of people. The focus is to provide information and analysis on short-term trips (less than 1 year), in particular overseas visitor arrivals and Australian resident returns. Statistics on permanent and long-term trips (1 year or more) are also available, however they are not an appropriate source for migration statistics.
