Productivity Measurement

Stakeholder submissions showed strong support for measuring the specific contribution of ICT to productivity in the Australian economy.

Stakeholders consistently expressed interest in developing frameworks to measure productivity, with reference to the following key factors:

  1. Accounting for the delay in time between implementing ICT and the accrual of productivity dividends
  2. Accounting for the presence and role of intangible investments (eg: computerised software, research and development, intellectual property) in productivity measures
  3. Determining a means to accurately measure, and incorporate the effect of, quality and price adjustments in output measures, and
  4. Ensuring that statistics are highly comparable against international data sets.

To address these factors, the ICT Review will investigate a variety of reports and methodologies to develop an appropriate framework. The ICT Review has already identified the following organisations and will further explore these (along with others) as part of this project:
  1. Deloitte Access Economics
  2. Australian Computer Society
  3. The Productivity Commission
  4. The OECD (various), and
  5. The UK National Institute of Economic and Social Research Growth Intelligence Model.
