The ABS conducts a number of repeated business surveys. One of the key objectives of these business surveys is to produce reliable estimates of change from one time period to the next. Output editing is usually the final check for major errors in the survey data to ensure that the estimates are reliable. There are a number of tools that can be used to check whether the estimates of change appear correct, such as comparing the estimate of change with external sources, examining the distributions of the survey data, or decomposing the movement estimates into components which lead to a better understanding of the estimates of change. This paper presents a comprehensive methodology for the decomposition of the movement estimates which can be used as a diagnostic tool to assist in the output editing of sample surveys.
