WHAT WAS THE PROCESS FOR REVIEWING THE FRAMEWORKS?

In addition to the 2001 Measuring Wellbeing: Frameworks for Australian Social Statistics, many other references were reviewed to provide options for a conceptual framework for Australian social statistics. Existing conceptual frameworks and models which were examined were:

    · capability approach (e.g. Sen, Nussbaum)
    · needs based approaches (e.g. Maslow, Max-Neef)
    · broader measures of progress initiatives
    · social accounting frameworks
    · transactions approaches
    · microeconomic approaches
    · sustainable development measurement frameworks (capital approach)
    · life course approaches
    · subjective wellbeing approaches
    · State-Pressure-Response frameworks.
Proposals for the framework were discussed with an Expert Reference Group (ERG) consisting of representatives of a number of government departments and organisations, universities, and expert researchers. Under their guidance, the Frameworks for Australian Social Statistics adopted a Pressure-State-Response model.
