CHANGES FROM PREVIOUS SURVEYS

The 2003-04 SIH and HES introduced a number of major changes. The changes were largely designed to improve survey quality but may impact on the comparability between the 2003-04 estimates and earlier data. It is generally not possible to quantify the extent of the discontinuity. Part 4 of this User Guide outlines the main changes.
