In the interests of data comparability, the ABS urges users and providers of country data to collect, classify and disseminate data using the SACC from the time of its implementation. However, it is acknowledged that there will be circumstances where users need to convert data to the old ASCCSS (Australian Standard Classification of Countries for Social Statistics (ASCCSS) (cat. no. 1269.0) published in September 1990) basis. Similarly, users may wish to convert historical data to the SACC. To facilitate this process, concordances between the two classification structures are provided: Concordance SACC to ASCCSS and Concordance ASCCSS to SACC. The concordances are reasonably straightforward because, in most cases, the base-level units of the classifications (countries) retain a one-to-one relationship. The concordances itemise the code linkages between the countries, detail the links between the major groups and the minor groups, and indicate the movement of particular countries between groups in the two structures.

In some instances, there is not a direct relationship between country groupings within the two structures. For instance, the SACC Minor Group South Eastern Europe is composed of some of the countries from the ASCCSS Minor Groups Southern Europe, Eastern Europe, and the Former USSR and the Baltic States. Therefore, South Eastern Europe (SACC) is linked to part of Southern Europe, part of Eastern Europe, and part of the former USSR and the Baltic States. Such partial linkages, at both the major group and minor group levels, are indicated by including the word 'part' after the name of the country group involved. This convention is used in both concordances.
