STATISTICAL PRIORITIES ADVISORY COMMITTEE

The Statistical Priorities Advisory Committee (SPAC) was established in October 2004 to oversee the statistical priorities of the Northern Territory Government and to provide direction to the Statistical Liaison Committee.

The purpose of SPAC is:

  • to promote effective statistical coordination within the NT Government;
  • to assist NT Government to formulate its whole of Northern Territory Government statistical priorities;
  • to provide advice to ABS on current and long term strategic information; and
  • to facilitate discussion of strategic policy and statistical developments within and across NT Government agencies.

STATISTICAL LIAISON COMMITTEE

The Statistical Liaison Committee (SLC) is a Northern Territory Government interdepartmental committee formed in 1986. The main functions are to facilitate the effective use of statistics across the Territory Government, and to provide the ABS with advice concerning the government's statistical priorities. ABS attends SLC meetings. Membership of the SLC is open to all Territory Government agencies. Northern Territory Treasury provides a leadership role within the NT Government for statistical coordination and advancement of the government's statistical priorities.

Project work advanced by the SLC includes coordination of data management issues, improving the quality and usefulness of statistics in NT Government administrative systems, and investigating conceptual issues relating to new areas of information required to assist with NT Government policy development and evaluation.

POPULATION INTELLIGENCE WORKING GROUP

NT ABS chairs four Population Intelligence Working Groups (PIWGs) across the Northern Territory.

The aim of the PIWGs is to gather and exchange intelligence on the NT's population size and composition. The information gathered is primarily used by the ABS to inform its estimation processes, however members also find the information exchanged useful in informing their own work programs.

The Darwin region PIWG was formed in early 1997 in response to continued interest from NT Government agencies and the private sector in NT population estimates. Given the success of the Darwin PIWG, additional PIWGs have since been established across the NT. These include Alice Springs (for the Central region), Tennant Creek (for the Barkly region) and Katherine (for the Katherine/Victoria River region).

The PIWGs are made up of members from various NT and Commonwealth Government agencies and other organisations which gather, analyse and/or have a keen interest in population estimates.

STATE STATISTICAL PRIORITIES PROCESS

The ABS conducts annual reviews of the information needs of State and Territory governments, with the aim of improving the relevance and quality of the statistical services we provide. In the Northern Territory, this process involves consultation with Territory agencies to ascertain their strategic information needs over the next few years. Prime consideration is given to important and emerging issues that are relevant to the Northern Territory's Government policies. Northern Territory Treasury provides a leadership role within the NT Government for statistical coordination of state priorities Consideration is also given to data provision issues including accuracy and relevance, as well as broader statistical framework issues, e.g. classifications and standards. The consultation process is also used to identify statistical training needs.

The issues raised in the Territory Statistical Priorities process form the basis of a consolidated paper, which feeds into ABS local and national forward planning processes.
