About this Release

This paper discusses the methods proposed for use in two projects currently under way:

    • deriving small area estimates of crime prevalence and incidence rates; and
    • estimating the propensity to report crime.
These projects use the 1998 National Crime and Safety Survey (NCSS) to model crime rates and the propensity to report crime. They were started in December 2000, and the planned completion date is late 2001.

The aim of this paper is to:
    • describe the methods we are using to estimate the models; and
    • discuss the issues we face with the estimation
