This information paper presents the results of an investigation into the spending patterns of pensioner and other government beneficiary households, and identifies a number of ways in which the Pensioner and Beneficiary Living Cost Index (PBLCI) could be enhanced to better reflect the out-of-pocket costs experienced by this population group.
