1996 MISCELLANEOUS COLLECTION DISTRICTS


There are a number of Collection Districts (CDs) that are not like the majority of normal CDs and often require some explanation. These CDs are generally referred to as Miscellaneous CDs and fall into 5 basic types: Point CDs, Water CDs, Off-shore CDs, Shipping CDs and Migratory CDs. Due to their specific nature these CDs can not be accurately represented geographically by digital boundaries and are represented graphically by symbols or as symbolic circular boundaries.


MAJOR WATERWAY COLLECTION DISTRICTS

Water CDs are assigned to bodies of water that are required to be separated from the land area for enumeration and dissemination purposes. For example, sections of Sydney Harbour where people are likely to be resident on vessels on Census night.

For the 1991 Census, problems were caused where Water CDs contained dwellings and people. Theoretically, in output products this was possible as people live on the water in houseboats and the like. For mapping purposes, however, this is highly undesirable, as data appear in waterways.

For the 1996 Census, Water CDs have a default land-based CD to which they are linked, usually by a connection to the population within the Water CD (e.g. where persons are likely to come ashore). Any person enumerated in a Water CD is transferred to the default land-based CD at the time that the Census forms are processed. This is to ensure no persons are mapped in waterways. Water CDs therefore do not have any statistical data associated with them, they are nil CDs.


Below is how Water CDs and Off-shore CDs, Shipping CDs and Migratory CDs will be represented as graphic objects in the boundary files for CDATA96 and the digital boundaries for dissemination.



The blue triangle is the size and shape of the Water CDs.

The black star is the size and shape of the Off-shore CDs, Shipping CDs and Migratory CDs.

The objects are actual polygons and not symbols. These have been used instead of point symbols as the point symbols stay at a constant display size at whatever zoom the users is at. Meaning, the symbols would stand out regardless of whether you are looking at the state or just the capital city.

For the purposes of dissemination via secondary distributors these miscellaneous CD boundaries will be stored in separate files. For CDATA96 they have been combined with the standard CD boundaries.

OFF-SHORE, SHIPPING AND MIGRATORY COLLECTION DISTRICTS

Off-shore, shipping and migratory CDs are not spatial units in the usual sense as they have no defined boundaries. They are designed to facilitate the recording of people on Census night who are not in dwellings, but are in the following:

Off-shore

On oil rigs, drilling platforms and other off-shore structures. For the 1996 Census, Australian residents temporarily in Antarctica are included in a special type of off-shore CD, called the Antarctica CD.

Shipping

On board vessels in and between Australian ports.

Migratory

In transit on board long distance trains, buses and aircraft.

Dwellings in these CDs are classified into types: "Migratory dwellings" and "Off-Shore dwellings". Dwellings in Shipping CDs appear as Off-Shore Dwellings. Dwellings in the Antarctica CD are included in the off-shore, shipping and migratory CD of Antarctica.

Off-shore, shipping and migratory CDs are defined for all of the States of Australia. They are not defined for the Australian Capital Territory and the Other Territories.

Off-shore, Shipping and Migratory CDs also form their own spatial units for each level of the Australian Geographical Classification (ASGC). Postal Areas (POA) and Electoral Divisions (SED and CED) also have their own spatial units for Off-Shore, Shipping and Migratory CDs. For more information please refer to the following publications "Statistical Geography: Volume 1 Australian Standard Geographical Classification (ASGC)" catalogue number 1216.0 and "Statistical Geography: Volume 2 Census Geographic Areas, Australia" catalogue number 2905.0.

Off-shore CDs, Shipping CDs and Migratory CDs will be represented in digital CD boundary files as black stars (see Water CDs for graphic representation). For all higher level boundaries that include Off-shore, Shipping and Migratory CDs in CDAT96 the stars will be the same colour as the relevant boundary.

POINT COLLECTION DISTRICTS

Point CDs are special purpose CDs used in the Census where a specific community has a central location but where some or all of the members of that community may or may not be fixed to that location on Census night or any other night. These special purpose CDs are created so that special enumeration procedures can be applied to the particular circumstances. They include:
  • Indigenous Community CDs - these are defined where there is a significant central location for an Indigenous population;
  • Defence Establishment CDs - are defined where there is a clear grouping and special enumeration procedures are required;
  • Mining or Construction towns or camps CDs - are defined when the town or camp is expected to exist for at least two censuses.

Point CDs are represented in the CD maps and in the digital boundary files as circular boundaries. They are approximately positioned close to the central location. They are assigned a small arbitrary area of 0.008 Sq Kms. The area assigned to the CDs does not reflect the area covered by the people enumerated in the CD and therefore the CDs are not representative of the population when used in choropleth (thematic or shaded) mapping. Similarly the area assigned to these CDs is not appropriate for population density analysis. Information on the area covered by the populations in these CDs would be very difficult to collect.

Point CDs can sometimes be the only CD in other higher level areas, for example a Point CD boundary might also be a POA boundary. Geographic classifications effected include Urban Centre/Localities (UCLs), Postal Areas (POAs), Indigenous Areas (IAREs) and Indigenous Locations (ILOCs). The statements made in the paragraph above also relate to boundaries in these classifications which are point CDs. They are easily identifiable by their area (0.008 Sq Kms).
