The purpose of this paper is to outline ABS views on what a future Australian Transport Satellite Account (TrSA) might look like
Section 1: Background information
Provides background to ABS research on the topic, explains the concept of a satellite account, and describes the potential policy uses and expected benefits resulting from the availability of such an account
Section 2: Introduction to Satellite Accounts and TrSA
Includes: What is a Satellite Account, What is a Transport Satellite Account
TrSA presents the opportunity for extending the focus of the core National Accounts to a more detailed analysis of transport activity
Section 3: Benefits to policy makers of a TrSA
Based on the practical use made of existing satellite accounts and international experiences with TrSA's , some of the key benefits of a Transport Satellite Account include
Section 4: Linkages with transport and other statistics
The ABS has already taken steps to update the structural financial information on the transport industry and on transport activity across the whole of the economy
Section 5: Definition and measurement of transport activity in TrSA
Includes: Theoretical boundary of transport activity, Priority areas for measuring transport activity
At a broad level, transport activity is the movement of people or goods from one location to another
Section 6: Proposed scope and coverage of the TrSA
Includes: Proposed scope of the TrSA, Proposed coverage of the TrSA
As a result of research into available sources, methods and priorities from the consultation process, the following scope is recommended for the Australian TrSA
Section 7: Method and data requirements
Includes: Summary of proposed methodology for an Australian TrSA, Data requirements for a TrSA
The measurement of own-account transport output would be carried out by first estimating the inputs used by each industry for its own-account transport activities
Section 8: Outputs from an Australian TrSA
Includes: Short term outputs, Possible future outputs
The key aim of an initial TrSA will be to measure the contribution of for-hire and own-account transport value added to GDP
Section 9: Where to from here?
The fundamental building blocks are in place in order to develop a TrSA in the future
