OFFENDERS PROCEEDED AGAINST BY POLICE 13.9 Offender Rate (a), Principal offence by combined states and territories (b) The rate of offending for young people aged 15 to 19 years was the highest for any 5 year age group, with 5,856 offenders per 100,000 people aged 15-19 years compared with an overall rate of 1,774 offenders per 100,000 people aged 10 years or more.
