STANDARD INPUT CATEGORIES 35. Certain ASCED codes are regarded as valid for the purposes of this standard variable as they are completed Detailed Levels of Education. A list of these valid codes can be found in Appendix B. For operational reasons, supplementary codes also exist to enable inadequately described responses to be coded. In particular, when the above standard question modules are used code 067 is assigned to the response 'Year 8 or below'. Codes greater than 623 (ie those relating to Year 7 and below) are not assigned when the standard question modules are used. 36. Not all ASCED codes are regarded as valid for the purposes of the variable 'Level of highest educational attainment'. Though, for example, Statements of Attainment or Bridging and Enabling Courses may be a person's highest non-school qualification, it is not possible to use those Levels of Education to determine the person's 'Level of highest educational attainment'. A list of codes which are invalid for the standard variable can be found in Appendix B. 37. Persons who have no educational attainments, that is, persons who have no school or non-school qualifications are given the codes 02 and 002 No educational attainment. Such persons include those who are pre-schoolers. DERIVATION PROCEDURES 38. The derivation process determines which of the 'non-school' or 'school' attainments is the higher. These attainments are captured in the standard variables 'Level of highest non-school qualification' and 'Highest year of school completed'. Collection of the standard variables 'Main field of highest non-school qualification' and 'Year non-school qualification completed' is also required for accurate collection of 'Level of highest non-school qualification'. 39. Usually the higher-ranking attainment will be self-evident and the attainment with the appropriate ASCED level code should be selected. There is significant overlap in terms of level of education, however, between ASCED Broad Levels 5 Certificate Level, and 6 Secondary Education. For example, some Secondary Education is regarded, for the purposes of obtaining a single measure, as higher than some Certificate level attainments. 40. The following Decision Table is used to prioritise responses to questions on 'Level of highest non-school qualification' and 'Highest year of school completed' which have been coded to Broad Levels 5 and 6 respectively. The table is not required where a response to Highest Non-school Qualification is coded to Broad Levels 1, 2, 3 or 4 of the ASCED Level of Education Classification, as that will be the Highest Educational Attainment. It is emphasised that this table is solely for the purpose of obtaining a single response to the variable 'Level of highest educational attainment' and is not intended to convey any other ordinality.
n.f.d. = not further defined 41. The Decision Table is used to rank the qualifications and attainments of a single individual. It does not represent any basis for comparison between differing qualifications. For example, a person who responded to the standard question module for 'Highest year of school completed' with 'Year 12', and who also indicated that their 'Level of highest non-school educational attainment' was 'Certificate III' would have those responses crosschecked on the Decision Table and would as a result have their 'Level of highest educational attainment' output as 'Certificate III'. However, if their response to 'Level of highest non-school educational attainment' had been 'Certificate', it would be crosschecked against 'Year 12' on the Decision Table as 'Certificate n.f.d.' and the output would be 'Year 12'. Neither result implies that one qualification is 'higher' than the other. The purpose of the decision table is to provide a means of consistently selecting a single level of attainment whenever a single level only is required for statistical purposes. EDITING PROCEDURES Diploma 42. The following edit procedure must be used to derive a detailed level of education code for the response 'diploma' from ASCED Level of Education (LOE) code 400 to either 411 Advanced Diploma or 421 Diploma based on the year of the award: If ASCED level = 400 and Year non-school qualification completed <1998 then new ASCED code = 411 If ASCED level = 400 and Year non-school qualification completed >1997 then new ASCED code = 421 43. Diplomas issued under the Register of Tertiary Education (RATE) should be coded to 411 Advanced Diploma. Diplomas issued under the Australian Qualifications Framework (AQF) should be coded to 421 Diploma. The coding index will code most responses of 'Diploma' to code 400 (Advanced Diploma and Diploma Level n.f.d.). This edit modifies code 400 to either 411 or 421 based on the year of award. Diplomas issued before 1998 are coded to 411 Advanced Diploma and those issued in 1998 or later are coded to 421 Diploma. 44. This edit is applied after computer-assisted coding (CAC).
